Bylaws of the Resident Fellow Section Committee of the North Carolina Radiologic Society

The Resident and Fellow Section (RFS) Committee is composed of Diagnostic and Interventional Radiology Residents and Fellows, Medical Students, Radiation Oncology Residents and Fellows, and Medical Physicist Students who are in training in North Carolina, as defined in article IV, section 5 of the North Carolina Chapter of the American College of Radiology ( North Carolina Radiologic Society, NCRS) bylaws.  The following sections provide bylaws for the section and will outline its purpose and governance.

Section 1: Purpose and Responsibilities

The main purpose of the RFS shall be to promote the participation of North Carolina members in training in the NCRS and American College of Radiology. The RFS mirrors the core purpose of the ACR, which is to serve patients and society by empowering members to advance the practice, science and professions of radiological care. The RFS endorses the core values of the ACR: leadership, integrity, quality and innovation.  

The RFS section and its leadership will be responsible for:

• Organizing RFS content and events for the fall and spring meetings of the NCRS.

• Promoting the NCRS and ACR within their respective training programs.

• Facilitating the participation and election of resident and fellow representatives from each training program.

• Helping to maintain the RFS section of the NCRS website and NCRS social media accounts.

• Furnishing an annual report, to be presented at the annual NCRS meeting.

• Performing other duties and tasks delegated by the NCRS.

Members of the RFS are welcomed and encouraged to participate in any and all committees within the NCRS, at the discretion of the President, Officers, and NCRS Executive Committee.

Section 2: Governance and Executive Council

The RFS shall be governed by an executive council, which will at a minimum be composed of 3 resident/fellow representatives, one from each of the accredited radiology training programs in North Carolina (Duke, UNC, and Wake Forest). The council shall appoint or elect representatives to executive positions which will include a chair, vice chair, and secretary-treasurer.  To ensure an equal representation, each training program may hold no more than 1 executive position within each chapter fiscal year. Any additional representatives from each institution will be designated as representative, executive elect (i.e. chair elect), and/or past executive (i.e. past chair) as appropriate. Executive positions shall be for a term lasting approximately 1 year, which will begin and end on June 1st.

The chair will be a resident or fellow who is the presiding RFS officer and chief representative of the RFS to the NCRS.  The vice chair will perform the duties of the chair if they are absent, unable, or unwilling to perform their duties. The treasurer-secretary will furnish the annual RFS report,  keep RFS meeting minutes, and will submit an annual budget to the NCRS treasurer should any monies be required for RFS activities. If asked, the RFS council will recommend a member of the RFS committee to the President of the NCRS for appointment to the committee on information in accordance with article VII, section 8, subsection 10 of the NCRS bylaws. Additional duties will be divided amongst the RFS executive council from the responsibilities outlined in section 1 of these RFS bylaws in an equitable manner.

The council will conduct any formal meeting under the rules of parliamentary procedure.  Matters requiring a vote will be decided by simple majority, wherein each institution will only cast one representative vote for all of its RFS members. Representatives from each institution may decide by consensus or vote as to how their institution’s vote will be cast.

 Section 3: Succession of Representatives and Executives

Representatives for the next year’s term will be nominated from within their respective training programs by the current representative(s) and approved to the leadership of the RFS committee by a simple majority vote. This transition will occur before the end of the current year’s term, and should coincide with the spring meeting of the NCRS. Appointment or election of new executives should happen in the same timeframe. If new leadership is not identified, a current executive may continue for a second term.  Every effort will be made to recruit new leadership and representatives from every training program.

Section 4: Advisory

The NCRS Nominating Committee will nominate an RFS Committee advisor, preferably a young professional section (YPS) member, to advise the RFS committee. The advisor will be selected in consultation with the RFS committee and will be approved by a vote of the NCRS membership. The advisor’s term shall be 1 year, with the option to serve additional terms with the assent of the RFS leadership and NCRS nominating committee. The purpose of the advisor will be to provide general advice to the RFS, to serve as a resource on policy and practice for the NCRS and the ACR, and to arbitrate any conflicts in matters of governance or succession.

Section 5: Additional Executives and Bylaws Revisions

The RFS executive council has the option to create additional executive positions within itself, depending on RFS membership participation and necessity.  New positions may be created with a majority vote of the RFS executive committee, as outlined in section 2 and ratified by the NCRS EC. Accordingly, the new position and its responsibilities will be added into section 2, and will follow the same 1 year term and succession procedures. Any additional positions may also be removed by the same process.

These bylaws may be revised and expanded as necessary for the proper functioning of the RFS.  Changes will be made by simple majority vote of the RFS and by ratification by simple majority of the NCRS EC.

Should additional radiology training programs become accredited in North Carolina in the future, these bylaws should be amended to ensure and encourage equal representation from all programs.
